Moses has his burning bush moment with God. The Pharaoh was worried the Jews would out populate the Egyptian population and therefore, imposed a death sentence on new born Jewish males. Moses was miraculously saved from this decree when found by the servant of Pharoh's wife. As a young man, he kills an Egyptian overseer in anger. Exiled from Egypt, he settles in the desert and become a shepherd. His life is settled, peaceful. He is beyond the problems of Egypt, but not beyond the reach of the God of the Jews. He has time to think...ponder if he could have made a difference if he stayed in Egypt. The answer comes in an encounter with a bush the burns but is not consumed. He knows what he must do but he will not be acting alone.
